Interesting, so Citi will assign you a new HHonors number but won't tell you what is is...

The Citi application has this note next to the Honors Number field:

"Note: If you are currently a Hilton HHonors Member, please provide your member number on this application, otherwise a new HHonors number will be assigned upon approval of your Citi® Hilton HHonorsTM card."
