Hackers advertise to book rooms, then book award rooms using hacked accounts, with the hackers "client" paying cash via CC/paypal etc for rooms booked with stolen points
The "guest" is no doubt also an innocent party in the transaction, and had no idea of the background to the room being booked with stolen points
