I don't think it is a question about appreciation. Combination of two things, not many have ever experienced pre-clearance themselves and also those of us who have, we don't think it being realistic to happen in Helsinki.

If it was to happen at a new place in Europe I'd look at LHR where they could have a separate wing, or even terminal, for US flights with lounges etc. after the immigration.
