There's a similar restriction in the Advance Reservations / Ticketing section:
MUST BE ISUED BY IATA AGENTS THROUGH BSP ON SQ AND
MI TICKET STOCK.
Sorry, OP -- SQ won't allow UA to sell you this ticket.
