Not for all passengers... especially Business class passengers and/or those with Global Entry. You only need look at the mess that is AUH PreClearance where Business or First Class passengers have to leave the real EY lounges to join the masses for security and customs only to wait in a large closet (aka the U.S. Premium Lounge) or at the gate for boarding to begin.
