While the recently introduced rules are still new, it's reasonable to expect a lot of hotels to adhere to them. In time, i expect upgrades will improve as the new system beds in properly. It simply does not make sense to have RAs clogging up lower-end rooms, neither operationally or from an elite guest treatment point of view.
