This isn't entirely correct. The pilot was correct in saying the the city is building the new customs area to serve both Terminals D and E, but incorrect in saying that construction wasn't started yet. They have been working on it for a while now (it's all of the construction between D and E). After it is open CO will be moving all international arrivals to E. I think it's scheduled to open sometime in 2005.
