The discrimination is legal. And the solution is electoral (or getting a card whose agreement guarantees no surcharge), not fraud.
I still think Govt should legislate stronger legislation about card charges, making it equal for everyone, not depending on their billing address! Only depending on card type, credit or debit and of course AMEX!
