Knowing Rwandan, the check in agent probably ask you to check in any affected devices at the counter by seeing you having connecting flight to US. My guess is that the Istanbul airport US transit counter will also ask you if you have affected devices. They may arrange you to checkin your devices at the counter or at the gate before you board a flight to the US.
