They have contracted an external contractor to intercept pax before security and measure/weight the carry-on. They will not let you enter security if the carry-on is out of the approved weight and size even by a mm or g. In addition those guys are really rude and reasoning with them lead to exactly nothing...

Never seen this strict carry-on policing anywhere else in the world...
