I have seen many times seats blocked off out due to some sort of fault and then fixed by our engineers on the turnaround and then given to a staff customer, as crew we have no idea that this has happened and as far as I know there is no procedure on the ground to reinstate seats to customers that have been moved.
I am sure as I can be that customers are not moved from seats to allow staff a "better" seat.
It must surely have been an extraordinary coincidence that all three exit row seats we had selected from Delhi to LHR suddenly developed faults, were all fixed quickly and then happened to still be available for three off-duty BA staff to use.
