It does depend on the hotel and it may depend on the region. IME for IC's in the US it is a clear downgrade. For IC's in Asia it's the same. And for the IC's I go to regularly in Europe it is the same, but I haven't been to many Euro IC's so far this year. And as these new rules just started, maybe we see how it goes as properties adjust. And perhaps in 2018 there might be a lot less RA's. Or the same. Who knows?
