It's said by some in Congress to be just 8 countries, all 8 from the Middle East and North Africa. And then others there say 13, and that includes Saudia.

I'm curious why the numbers are 8 and 13. Maybe only 8 of the 13 have flights serving the US?

It seems to be this will be from countries in the MENA region not served by US common carriers.
