Not always. If there is going to, say, be a 20 minute delay before the plane can leave the gate, which is better....Everyone forced onboard and door closed on time and then having to sit in cattle seating for the 20 min delay ( but at least the stats look good ) or for the airline to delay boarding for 20 minutes but the stats showing a late departure?
