For what it's worth, Singapore is so much better than UA that it's worth flying them instead if you have enough miles. Plus a stopover in Singapore would be fun...or even just staying at the in-airport hotel there and bopping around the airport itself. It's a real city-within-a-city. Check out the butterfly garden if you do pass through.
I think Chase points take a few days at most to transfer into SQ Krisflyer points, so you should be able to make it under the March 23 deadline. On the other hand, if the risk makes you very nervous, leave it alone.
By the way, did you know that if you book online you get a 15 percent discount on Singapore miles needed for a booking?

This was literally my initial plan for the first leg of our trip... with a 16ish hour layover in Singapore to explore for a evening... but ultimately transferring points and not guaranteed availability made me too nervous, and then the elimination of the 15% points discount while booking through Krisflyer was the nail in the coffin.
