Edit: by the way, if it didn't fit in the 22x14x9 box, then YES it is too big and is not carryon-size compliant. This is mostly just important for aircraft with extended bins. It doesn't matter if it fits in the overhead. My carryon is big but fits in the box. Fitting in the overhead bin isn't a good indicator of carryon size. You could fit an adult in most bins, and carrying something that size isn't fair to everyone else.
Please note that the post you quoted said the rollaboard in question fit into the bins while being placed wheels first. That means that the length of the bin is immaterial.
