Your answer is in your question. GAs invariably do not enforce the limit on number of bags for people in PREM or SKY. Personally I think this is a fine unofficial policy in theory (airlines routinely give elites more leeway than published rules provide) but in practice I have found it annoying from time to time (eg when you get upgraded to row 1 and your doofus seatmate has consumed the entire bin with four bags).
