I have seen this many, many times at both large corp stations (LAX) and small (e.g. escalades at Jackson Hole). Never given it a shot.
For Atlanta , it seems clear from pop up that appears that the cancellation needs to be performed ahead of pickup time rather than within booking time
"A no show fee in the amount noted below will be charged if the reservation is not cancelled in the allotted time prior to the rental date"
It looks like the no-show is a fixed amount regardless and Just that in this case is higher than the rental cost
