Most OW airline operated lounges have "manuals" on lounge dragon desks, with very detailed explanation of access policy and an explanation of what to do in each scenario,as well as images of ALL OW cards. Non-OW lounges (third party lounges) operate, as directed by airline staff at the local station, because those lounges don't have to comply with OW lounge access policy.
With so many people complaining about not followed policies by lounge dragons or unclear interpretations, these 'manuals' may be too encumbered by information which is why my suggestion is a publicly visible standardized and simplified diagram (most likely in table form). Most dragons get away with wrong information or ignorance of the policy since a lot of passengers don't really carry around the same 'manuals' to correct them.
This should help dispel majority of the confusion or disputes.
