They are the industry, they should already know all the different ticketing scenarios possible and should make a comprehensive official guide as to lounge eligibility, maybe in a table format which needs to be present at all lounge reception/entry areas.
Most OW airline operated lounges have "manuals" on lounge dragon desks, with very detailed explanation of access policy and an explanation of what to do in each scenario,as well as images of ALL OW cards. Non-OW lounges (third party lounges) operate, as directed by airline staff at the local station, because those lounges don't have to comply with OW lounge access policy.
