In Europe you never recheck bags of connections if they were properly tagged to the final destination (a chief reason why many of us prefer connecting in Europe vs US). There are small exceptions. I can only remember Norway (You would have to recheck if you connected in Oslo)
Norway works fine if both flights are international flights. So in his case it would be also no issue.
