The categories aren't additive; the highest fare bucket usually indicates the number of seats available for sale in the cabin as of now - with 9 on BA meaning "9 or possibly more". As you get to lower fare buckets, the numbers may get smaller. The flight above is open, but in WTP you have T7 - this means if you buy 7 tickets I can sell them to you in the T fare bucket (usually cheapest), but if you want 8 you will need to pay more.

In your case, the F cabin is small, there are 8 seats, most likely 3 are occupied. So the overall number of seats available is 5. If you want all of them, you will need to buy them in the F bucket, while if you want 4 or less, you can get A.

You will notice when on BA.com that sometimes you see "Only 2 left at this price"; this means there is only an A2 in F, say, so if you want three seats you will get stuck in F bucket and have to pay more for all the tickets or buy two separate tickets.
