It has always been in the T&C's that upgrades aren't available before the property opens.
Sometimes they forget to implement it correctly thought in the first days/weeks of opening up inventory, they normally are alerted after a few people have upgraded.

The old Goldpassport T&C also said that DSU must be applied at time of reservation. I was always able to upgrade existing reservations at any point in time after I made the reservation before my stay.
WoH says "A Member must redeem a Complimentary Suite Upgrade Award when making the underlying reservation."
Is that actually enforced? I just upgraded a reservation for Paris that's four months old... A loophole? Should I better not post it? Will they now close it? Is the world (of hyatt) coming to an end?
