This should be escalated to people like Jeff: why would you be able to upgrade using points (no restrictions) while you can't use CSUA (property has to be open)?

On top: Club Lounge Access Awards (CLAA) have the same restriction which is even more ridiculous as you only get access to the lounge and not even a different room...
