The hotel has fully opened up inventory as the opening is going ahead (they only offered the full rack rate and no suites before). You can apply points to upgrade and TSU. If you experience anything else, you need to escalate. Michael Golden is your man.
Try this for a fact:

Complimentary Suite Upgrade Awards are not redeemable in connection with hotels or resorts that have not yet opened when the Member makes his/her reservation, even if reservations for such hotel or resort are otherwise being accepted.
