The issue above is not whether OP has a CA license, but whether he really is entitled to claim CA residency and to retain a CA license. That is for OP to determine. None of this matters until and unless there is an accident and a claim and then part of the insurance investigation is to determine whether coverage based on residency is appropriate.
That's a good point.
I just reviewed the terms of the free, "secondary" rental-car loss/damage coverage offered on my two Amex cards. Both say that coverage requires -- among other things -- that the cardholder maintain his "Permanent Residence within the 50 United States of America, the District of Columbia, Puerto Rico or the U.S. Virgin Islands."
The OP may need to reconsider which credit card to use for his car rental.
