She has a non felony charge from 8 years ago that was expunged. On the CBP end, it showed up as a "non disclosure"

Is having a "non disclosure" on her record valid reason to deny Global Entry? Is her only course forward the appeal process?
Misdemeanor "conviction", expunged or not, is a 10 year waiting period after conviction. Multiple misdemeanor convictions or single felony conviction not eligible for GE, expunged or not. Can't speak to arrests or non-disclosures.
