You can change the subject all you want, but it doesn't change the fact that you're simply incorrect in this case.
The agency is working on behalf of the company. The company has every reason to care if its employees deliberately engage in ticket purchasing that is contary to the airline's CoC and Concur is , I suspect, also very unlikely to support it with the ticket sale if it is made aware of the plans
