Inside NZ and Trans Tasman the answer is no. From foreign ports the answer is yes - I've had carry on weighted and tagged at both YVR and IAH. Doesn't seem to happen so much at LAX.

Unfortunately you'll have to deal with the reality that pretty much everybody outside North America imposes carry on restrictions to avoid the carnage that is boarding a flight there!
