Alamo doesn't use PlatePass. They use TollPass, administered by HTA. While the essence of the rip off administrative fees is the same, one distinguishing feature is that Alamo only charges a fee for a day when a toll is incurred, whereas Hertz charged the same fee for each day of the rental, regardless of whether or not a toll was incurred everyday. The daily fee was also higher with Hertz.

I know that Hertz received some consumer push back, and lowered their daily fee from what it used to be, and capped it to $24.95 per rental period (they didn't used to), but the daily fee is still one or two dollars higher per day than Alamo's, and unlike Alamo, the fee is assessed for every day of the rental, even if a toll was only incurred on one day. My understanding is that Alamo only charges the daily fee on days where a toll is actually incurred, and the cap on fees for the entire rental period is lower, at $19.75.

The opt out process has been easier at the time of rental with Alamo as well. However, I've never crossed the GG bridge in a rental car, where there is no cash option. And while I've rented cars frequently in toll road laden states like Florida and Texas, I've at least still found cash options in FL, and alternative routes in TX that were not onerous.

Therefore, my experience is limited in renting cars where all toll roads are automated only, and there is no other road except these automated toll roads to get where one needs to go. These types of no other option situations are a relatively recent and developing consequence of enabling technology, that is unprecedented in the majority of my travel experience. I'll bet one day that tolls will be tracked and paid by cellphone.
