I think *officially* the policy has been you don't get a tag in short-haul economy for a while, given your luggage won't be tagged as priority luggage in the system if you're in economy.

However, there seems to be no way to predict what you'll actually end up with in practice. I fly a mixture of CE and ET and have ended up with nothing, Club and First tags on bags in the last month or so with no discernible pattern beyond always getting at least a Club tag if flying CE.
