I'm happy to report that today I received a response from the Directorate General for Mobility and Transport of the European Commission clarifying its stance on this matter.
My suggestion is to hit up the Danish national enforcement body for EC261/2004, just to create data points that they can use if this ends up being a systematic pattern and people get denied transport and are entitled to EC261:2004.
