Yeah, if the phone is locked then you could have a problem. I have sucessfully put my ATT SIM in my european phones, siemens S56, Nokia 8910, 8890, etc. So, I do'nt think they are locking you from putting it in other devices.
As for the coverage. I can happilly report that ATT GSM in Florida is pretty darn sweet now. This is a dramatic change from my last visit last year. As for now, Palm Beach, Miami, Orlanda, PGA, South Beach, sarasota and Tampa have 5 by 5 coverage everywhere I went, even indoors.
