This thread needs to be retitled. The surcharge is now 200 baht per transaction at all ATMs including Aeon and Citibank

The only reported exception is Bank of China, but they have few ATMs in Bangkok.

Your best bet is still an ATM card that rebates fees (e.g. Schwab).
