That's the logical explanation. Wegmans is rated at or near the top of customer service rankings (both for grocery stores and retailers in general), so they wouldn't want to jeopardize that with a buggy launch.
The Rochester media did indicate EMV would be turned on chain-wide this month (think I posted a link before).
I must say it's probably the smoothest experience I've had with EMV yet, and I've used it at many places including Little Caesars, Arby's, Walmart, Target, Starbucks, Supercuts, Subway, Monro, Dunn Tire, etc.
