Denial of entry is different than arrest. Does he have an arrest warrant in the US? If not, then the possible outcomes are admission or denial of entry.

Sometimes immigration takes its sweet time processing entry, but this is not the same as a criminal arrest. Civil judgments (unpaid debts, for example) alone will generally not lead to arrest.
