I would not be at all surprised if this wasn't the case in Washington and if so it is very very very annoying. With all electronic tolls, you just get screwed in this case. For my recent trip, it was a one day rental, not a big deal. But on other trips to Seattle, I take the car out for two weeks vacation and want to come back over a toll bridge... No way I'm going to pay $4/day for the privilege.
