Keep in mind that business between the US and Cuba is still restricted and follows a different set of rules that anywhere else Delta flies. I'm not at all surprised DL does not have contracts with a third party lounge, even if other Skyteam members do have such contracts. I don't know the ins and outs of the law, but I'm fairly certain that type on contract between US and Cuban businesses is still not allowed.
