As YYT MLL is located in the domestic departures area and serves both domestic and international, you would have access as a E35.
As someone who spent part of 2016 as an E*35 I can confirm this at least with YOW which is also both a domestic and international MLL (i.e. one for the whole airport, no transborder lounge). I did YOW-LHR twice and never had an issue with MLL access.
