I would guess that this issue frustrates the visitors more than it does the locals. The locals understand the climate, and don't believe it's necessary to expend the resources to equip the region for snow that doesn't happen all that much.

There are many other parts of the country with similar such issues, as the climate gets snow, but not that frequently.
