I don't understand why you won't accept the proposed flight with a 3 hours layover in Rome. 3 hours seems reasonable to me. I would never book a transfer with only 1 hour connection if that is what you are looking for. To be reasonably safe with flight delays from TLV, I would never book a transfer of less than 2 hours anywhere.
