Emailing is not the way to go here. Your post is a bit confusing because you say that this for a friend, but it then shifts to the first person. So, whether it is for you or for a friend, call CBP and ask about the specific products and provide the specific destinations.
As you note, even if permitted, on your Declaration, whether paper or electronic, there is a yes/no box for food and you must check "yes" for food if you have any even if it is permitted.
