It can still happen because it's not ANC, ORD or JFK, where winter snow is a guaranteed part of the climate. SEA doesn't have designated deicing pads (there isn't much extra real estate to have them either). With DL and AS expanding dramatically at SEA, this means when jets are deiced at gates there aren't extra gates to send planes to. So you get delays.
