Something else that'll have to be considered eventually is whether we'll adopt 3D Secure on a widespread basis for online stores or if we'll mostly use some other alternative. So far it looks like they're really pushing stuff like Visa Checkout hard but things like Apple Pay's website support are picking up steam too.
It doesn't even seem like the government cares about the security of payment cards anymore... That's why we're last in chip card adoption, don't have a set standard, but it may be good that Visa requires $0 liability on debit cards, although I don't trust some banks to comply with that rule. The government should have mandated $0 liability for both debit and credit cards, both used with a signature and a PIN.
