There's a significant number of people who actually don't want the chip. Doesn't matter if the software on the terminals has improved, they just remember the first few months after Walmart or Target getting EMV and want none of it. Of course, their hand's going to be forced eventually.
I show zero sympathy for those who don't want what the rest of the world has been using for years... We always have to be different than everyone else apparently. It's like being stuck on DOS software when Windows 10 is the norm. Not sure if it's laziness or lack of intelligence.
