Well I guess I will answer my question. Tried twitter again this morning, which the agent just suggested calling the DM line. Called DM line. Agent checked and said didn't look like there was availability, even though she could see Z available. I explained to her the agent for my outbound had to rebook the DL codeshare as a KL ticket to claim Z, and then make a new locator. She said great idea and would check w/supervisor. After about 10 minutes, boom, everything processed! (FWIW, this time they did not create a completely new locator, they kept the same one. Whatever)
Persistence prevails! It shouldn't be this hard, it's sad we have to fight this hard and keep trying to find a competent agent, but glad it worked out. I hope my experience helps others. Much thanks to those who gave helpful suggestions so far!
