In millions of flown miles, I've never had an issue with bag charges or allowances after they've been tagged and sent down the conveyor.
The physical location of where the bags are makes no difference, neither does the amount of miles you have flown, you have assumed that SU will honour AS baggage policy where they are not obliged to, that is your fault alone (and perhaps AS agent fault in ANC for not knowing that)

Assuming that SU agents in LAX are competent and knows what they are doing, it would have been interpreted differently.
I agree that this seems to be a pretty rare occurrence, the combination of both flying in separate tickets, having more luggage allowance on the first airline than on the second, and the agent of the first airline not enforcing baggage rules correctly while interlining the bags through, yet I don't see anything wrong with SU behavior here, given that you "declined" paying then for your excess baggage.
