Its quite normal on PSA flights and it is something to do with them having a separate FAA certificate than AA itself. I once had one of the FAs show me the FAA certificate and it does very clearly say that only one piece of hand luggage can be carried on per passenger and that larger roller boards must go on the cart.

I'd love to know why they have their own FAA rules - perhaps they got into trouble for overloading hand luggage?
