I remember it slightly differently. I may be wrong, but I seem to remember them pitching it as "Club Upgrade" in the first announcement of benefits, but then narrowed it down in the T&C.

As stated by others, it is now apparently designed to work similar to what Dias were previously guaranteed, Explo should get "best available non-suite room" at checkin, and if using the club access upgrade that might, or might not, mean an actual club room.
