1 or 2 Checked Bags? (JFK-ICN-MNL both ways)

I noticed Korean Air allows 2 checked 23kg bags for economy flights "to and from America" but only 1 for flights "within Asia".

I'm doing a round trip from JFK to MNL stopping in ICN from ~4AM to ~10AM both ways.

Since my trip contains 2 flights between ICN and MNL, should I follow the "within Asia" limit? Or am I OK bringing 2 because ICN is just a stopover?

Could ICN close during those night hours making it more than a stopover/requiring a new checkin?

How do you avoid fees with KE?
